About Cooper Thomas LLC

Cooper Thomas, LLC is a woman-owned, small business offering a range of business-oriented management and IT services including consulting, facilitation, project management, program integration, software development, and communications. Cooper Thomas has achieved over four years of growth since its founding in 2003 and serves as the prime contractor on 75% of its contracts. The company now has employees in seven states and the District of Columbia.

Executive Team

Members of the Cooper Thomas executive team have diverse leadership and technical backgrounds, and have supported a range of federal and state agencies (including the Department of Veterans Affairs (VA), the Department of Defense (DoD), the National Institutes of Health (NIH), the Centers for Medicare and Medicaid Services (CMS), and the State of Maryland), as well as private-sector for-profit and not-for-profit organizations in health care, telecommunications, education, energy, and philanthropy.

Examples of Our Work

Cooper Thomas has provided technical and analytical support services to federal health clients since 2003.  We specialize in health informatics, program and project management, software and database development, pharmacy benefits management, technical reporting, and the privacy and security of protected health information.

Data Standardization
Cooper Thomas helped establish a mission-critical service to increase the value of clinical and administrative health information, leading to increased patient safety, improved cost avoidance, greater consistency and accuracy of documentation, and improved information exchange among federal agencies and their health care partners.

Health Information Management
Our team provides expert advice and assistance to facilitate VHA’s response to federal mandates and evolving influences in the health care arena, including the Health Insurance Portability and Accountability Act (HIPAA), the Privacy Act, and the Paperwork Reduction Act (PRA), and National Archives and Records Administration (NARA) regulations. The company developed and implemented strategies for coordinating access to health information in accordance with Federal law and VA policy, and has a lead role in analyzing and documenting proposed initiatives under consideration. We also developed customized training programs for VHA staff on standard accepted and VA-specific coding practice.

Cooper Thomas improved the alignment of health-related information between the Veterans Health Administration and the Veterans Benefits Administration, enabling VA to reduce redundant information capture and streamline benefits administration for veterans.

Pharmacy Benefits Management
Cooper Thomas provides pharmacist and administrative support for Pharmacy Benefits Management, Physician Network support, and 340B Program Support Services under a contract with St. Luke’s Regional Medical Center in Boise, ID.

Knowledge Management
Cooper Thomas provides knowledge and information management services for VA program offices, other federal agencies, researchers, veterans, and members of the general public who rely on VA knowledge resources. These efforts have helped improve the quality and dissemination of VA knowledge management resources, and broaden the user community for VA knowledge services.

Communications and Facilitation
Our expert staff provides technical writing support for the Office of the National Coordinator for Health IT (ONC) in the Department of Health and Human Services (HHS). We develop communications strategies, briefings, issue papers, and executive decision memos, testimony, and responses to Congressional inquiries, and maintain program documentation and reference materials for VHA program offices. CT facilitates management meetings and design sessions, documents and tracks action items, and coordinates follow up activities.

Data Quality and Identity Management
Cooper Thomas provides consulting and IT services to VHA in the areas of identity management (IM) and data quality (DQ). These efforts have increased quality and patient safety within VA and improved collaboration with VA’s federal health partners.
